Services & Programs
Covenant House New York offers a
comprehensive array of services that
captures the continuum of care from
homelessness to self-sufficiency. Our
goal is to help young adults obtain the
skills and tools they will need to
develop into productive contributing
citizens.
Community Resource Centers/Outreach
In 1993, Covenant House New York
established Community Resource Centers
in order to respond more effectively to
the needs of the young people we serve.
In addition, the Community Resource
Centers allow Covenant House to become
an integrated and active member of the
community. The goal of the program is to
provide young people with support and
services in their own communities. We
offer counseling, referrals, educational
and vocational programs, medical
services, legal services, youth
leadership opportunities and outreach
services for young people on the
streets. All services are provided at no
cost to young people.
In addition, Covenant House New York
(CHNY) has recognized the need to reach
out to the youth on the streets. Initial
outreach efforts concentrated on foot
patrols in the Times Square area of
Manhattan. The Outreach program has
expanded operating six nights a week in
all five boroughs. These efforts service
youngsters who might not come to us on
their own. Teams target areas where
young homeless people are likely to
congregate and offer food, clothing,
access to shelter and other needed
social services.

Crisis Centers & Services
The Crisis Center is our emergency
shelter for homeless youth under the age
of 21. All initial contact with our
youth begins with the intake department.
The intake department is open 24 hours a
day, everyday. Our intake department
meets with the youth who come to us to
obtain information about the
circumstances in their lives that lead
them to come to Covenant House New York.
We meet the immediate need for shelter,
food, and clothing at intake. From the
intake department youth are then
assigned a case manager to help them
establish their goals and begin the
process of fulfilling them.
Family reunification is our first
approach if possible. For those youth
with no place to go, our program is
designed to assist them towards
independence. Residents generally stay
up to 30 days and then referrals are
made to long-term transitional living
programs, such as Covenant House's
Rights of Passage Program. The Crisis
Center also has special programs for
clients who are suffering from a mental
illness and/or substance-abuse issues,
and special placement options are
available for such youth. A separate
Mother/Child Crisis Center is available
for homeless adolescent mothers and
their children, with an on-site nursery.
Approximately 250 clients are serviced
daily at the Crisis Center. For

Mother/Child Program
The Mother Child Program provides
services to homeless pregnant women and
mothers with children. The program
focuses on obtaining long-term housing,
health services, counseling, employment,
training, and parenting skills The
program provides a full day nursery for
infants and toddlers while their parents
attend school, vocational training, or
at work.. The focus of the program is to
move the youth from welfare to workfare.
Mothers are encouraged to pursue
employment, while taking full advantage
of parenting and life skills workshops.
For those mothers who have no place else
to go and are ready to live
independently, we refer them to Covenant
House’s Rights of Passage program.
Health Services
The Health Services Department is a
comprehensive primary care clinic
serving homeless, runaway and at-risk
young people up to 21 years of age. We
also provide medical services for
adolescent mothers and their babies. Our
staff consists of a Medical Director, an
Administrator, pediatricians, nurse
practitioner, mental health providers
and physician assistants. Medical
assistants, laboratory technicians and
clerical staff support them. Covenant
House New York provides health services
to its residents and to any young person
in the New York City area without other
health care options. The clinic also
serves individuals who have Medicaid and
Metro-Plus.
Mental Health
We provide a wide range of mental health
services for the clients of Covenant
House. These services include crisis
counseling, supportive therapy,
psychiatric evaluation and treatment,
social skills groups, medication
education, and referrals for specialized
mental health housing. We also provide
mental health consultation and education
to our clients in our Community Resource
Centers in each of the five boroughs.
The Mental Health Day Program for the
residents of the Crisis Center serves 20
to 35 homeless mentally ill young adults
daily. The Mental Health Day Program
provides psychiatric evaluation and
medication as needed and prepares the
clients for placement in mental health
housing through case management services
and skills groups.
Pastoral Care
Pastoral Ministry provides refuge for a
holistic climate conducive to spiritual
awakening and growth in kids and staff.
Nondenominational prayer services,
counseling and education programs are
designed to encourage positive lifestyle
and attitude changes and to help each
recognize the divine as a reconciling
and enabling presence in their lives.
Covenant House New York has a pastoral
staff, a chapel and a prayer program
geared to put our young people in touch
with the God who loves them.
Regional Training Center
The Regional Training Center (RTC)
provides a variety of vocational,
educational, job placement, and job
training services to all Covenant House
New York youth. RTC serves young people
from all Community Resource Centers as
well as the Crisis and Rights of Passage
program. The Regional Training Center
establishes contacts in all five
boroughs of New York City and has a job
bank of around 400 contacts. It also
provides services to those clients who
are currently employed. Each youth is
assigned a Retention Specialist when
they enroll in a training program, or
gain employment. The Retention
Specialist counsels the client on how to
act on the job, how to keep their jobs
and how to advance in their careers.
This is a two year step down program
where the client/specialist relationship
is most intense in the beginning and by
the end of this service the client will
be prepared with all the skills and
confidence needed for independent
living.
RTC also offers on site training
programs, which include:
- Bank Telling – Internships
available, great start in fast
promoting career
- Computer Skills – Graduates
eligible for internships, employment,
and Microsoft Certification
- Culinary Arts – Graduates take NYC
Food Handlers examinations
- Public Safety – Graduates receive
NY State License
- Certified Nurses Aide – Graduates
take State Exam
- Youth Build – Provided bi-weekly
stipend and construction
apprenticeship
Rights of Passage
Covenant House New York’s Rights of
Passage is a long-term transitional
living program located at 346 West 17th
Street in the Chelsea section of
Manhattan. This innovative program
provides housing and a broad range of
support services to homeless young
adults aged 18-21, and their children.
During their stay at Rights of Passage,
which averages 12-18 months, residents
participate in educational and
vocational programs, learn independent
living skills, receive counseling
services, and develop a plan for
permanent housing. This successful
program has graduated more than 1,000
young men and women and their children.
Substance Abuse
Drug abuse evaluation, referral and
education are provided through the
Triumph Substance Abuse Program. The
goal of the program is assist clients in
the recognition of substance abuse
problems and to refer clients for the
range of services from inpatient
detoxification and residential
rehabilitation to outpatient
rehabilitation programs and counseling.
The Triumph Program also works in a
consultative way with Mother Child and
the Community Resource Centers.
Training Institute
The purpose of the Covenant House New
York Training Institute is to develop
skilled caseworkers and managers.
Exposing participants to diverse
training and enabling them to
confidently meet the discrete needs of
our young people commit us to
encouraging continual growth. We offer a
dual curriculum, with programs designed
specifically for youth care providers
and general training of interest to all
social service
providers.
